Polycom IP Phones Reset Help

I’m working with a handful of Polycom IP 550 and 501 sets that refuse to clear their old provisioning data. A full MAC-address factory reset appears to complete, yet the phones immediately pull their previous config on the next reboot.
I have them pointing at a local TFTP server (running on Linux) and have already double-checked permissions, paths, and firewall rules—the server never sees a single packet. I’d like experienced guidance to determine whether I’m overlooking a reset nuance, mis-handling DHCP Option 66, or if these units are simply locked to an earlier deployment.
