Inmate Emotional Support friends via Phone Calls

I need a pay per call software, that can connect inmates with people they can pay to speak with.
When an inmate calls, a number needs to be pushed to accept the call, like 1 or 5. So caller ID needs to be used to tell where the call is coming from, and what number is to be pushed.
Then the inmate will have to enter a code charge their account, and a code to call the friend.
The Friend's real number will not be given.
When the call is connected, there will be a fee that the inmate pays, and the friend collects, this will need to be tracked.
There will need to be a way to ad funds to the inmates account and a way to track the balance on the inmates and the friends account so payment can be sent to the friend.
