Help in VOIP Background Calling Notification in iOS using Flutter

I am using this package https://pub.dev/packages/flutter_ios_voip_kit
NOTE: This is NOT FCM/APN Normal Push Notification, its VOIP Calling Notification like what's app call
ALREADY DONE
1. Foreground Notification is working in app
2. Setup VOIP Server code to send voip notification
YOU NEED TO DO
Fix app to receive VOIP Notification when app is closed, its something due to iOS 13 above restrictions
