Dialer (Outbound) for Call Center (Germany)

Hello, we need a well-functioning and easy-to-use outbound dialer for our call centre.
1. calls are made to Germany
2. the outgoing number should be freely selectable
3. the dialer must be usable for at least 50 call centre agents
4. there must be no technical problems or downtimes
5. the price per minute to Germany landline and mobile is important
6. the dialer/server must be ABSOLUTELY secure and nobody else may have access to our data.
7. our monthly minute volume must be at least 200,000 minutes.
