Consult and build a VoIP System and Website

I'm looking for someone experienced in VoIP systems. I'm looking for someone who can create a system that can send bulk SMS campaigns, send Ringless Voicemails (RVM), and digital fax. I also need someone who can offer consultation and build a website using this system. This system will be used for an online company offering Voip marketing services.
