Consult and build a VoIP System

I'm looking for someone experienced in VoIP systems. I'm looking for someone who can create a system that can send bulk SMS campaigns and send Ringless Voicemails. I also need someone who can offer consultation. This system will be used for an online company offering Voip marketing services.

This is a long term project.
