Adtran TA908 SIP to Analog config

Need help Configuring a TA908 for SIP to analog, This is not usually a problem for me however im working with a new SIP provider and their sip messaging seems to be a problem with some of my PBX's including an Adtran TA9xx. apparently The 908 is ignoring the SIP "TO:" field Need a guru familiar with Adtran SIP Grammar. I am able to get a call out but not in would like to get this done for $100 US or less
