Voice Over Artist - UK Accent

Hi, we have created and Explainer Video of approximately 50 seconds our script is very small we are looking for a Voice-over artist with UK accent for a fast turnaround work.
We would need the raw & processed file with the possibility of 1 round of revisions if necessary.
Although we will be using this in our website but we need full ownership of the VoiceOver and because of the limited budget we won't be able to pay anything extra for any commercial or broadcast usage rights.
We have a fixed $20 of budget for this.
