Dubai Multiple Office Landline Numbers needed to port to mobiles

I need a system to be able to create generic dubai landline numbers (Virtual). Upon dialing i need a directory which upon prompts will redirect to mobiles. I need to do this for 3x companies. I need professional female voiceovers for each. I should be able to change port forwarding numbers in a dashboard as and when i need to. I need this to be dynamic and be reusable and interchangeable with a minor to no monthly cost. Options are recommended.
