I need openvpn expert

I would need 2 Oracle VM Virtual boxes one named CHARLIE one named SIERRA, on CHARLIE I need OpenVPN-Client and wget to be installed. On SIERRA OpenVPN Server and Apache2. CHARLIE should check in every minute (Cronjob) with wget, if there is a File on SIERRA, if there is one it should start a reverse VPN tunnel from CHARLIE to SIERRA. And SIERRA should be able to access CHARLIE via ssh
