inventory in basic

I'm looking for an inventory management system to upgrade my existing system. Currently, I have an old homegrown application (written in Basic, running on a Windows 98 PC) that I have been using for over 10 years, but the original author is no longer available. I don't have any specific requirements and any basic system will suffice. Additionally, I do have a budget set aside for the project, so convenience, cost, and quality should be taken into account when making any decisions.
