Upgrade Visual Basic application

'm trying to find someone who has good VB experience to help my friend who runs a retail business in Camberwell, Mellbourne, Australia.
We are using a legacy VB retail / POS system custom-developed some 15 or so years ago. We do not have the source code for the system which currently is running on a Windows 7 platform. and the original developer is uncontactable (gone OS).
We basically need someone to look at the VB application and find a way to migrate it to a more current platform - whether this could be a more current version of VB or something else, running on a current / supported Windows version. I'm looking for someone on behallf of my friend as he is not very IT-literate. I am a retired IT guy (last job was 17 years with HP) so hopefully I can tell you all you need to know about the job.
I have tried (unsuccessfully) to back up the current system and restore it onto a windows 10 platform however it won't run (presumably missing a driver or some VB executable) - When I run the executable I get a VB error:
Run time Error 3706: Provider cannot be found. It may not be installed properly
