VB.NET network I/O -- 2

I need a VB.NET source code to monitor network I/O.
I not need a Bandwidth monitor but only a program that "count" how many bytes are sent and received by the computer.
Local data storage is required (in case the computer is shut down or restarted) preferably on text files (no database).
This data must be able to be sent via the internet (e.g. in XML format, via a POST call to an http web service) by the application (provide inside function of reading data from the text-file, conversion into XML format and sending via http with confirmation of correct data transfer).
No login, really easy front end, no users management, no password management.
I not need to analyze LAN traffic or sniff or spy or scan.
Display of general informations is appreciated (total and used memory, IP address, mac address, ...) while the program is running.
Please pay attention on application performances (it seems that these kinds of programs steal a lot of resources RAM/CPU).
The application must calculate the traffic even if the workstation is locked (not switched off).
