Fix a VB.net / Visual Studio App that runs as a service in Windows -- 2

We have a Visual Basic / Visual studio app that runs as a Window service that needs one code change and probably will need some bug fixes once we start testing it with customers. If you have experience with VB apps that run as a service, we would like your help to get his app working and can probably use your help on other projects in the future.
You will also have to build a very small app for testing that will open a socket, send a text string and receive our reply. (Use Postman or whatever you like)
We can provide source code. The original Freelancer vanished so there may be some guess work getting the app and any components working. We need someone that can think on their feet and solve problems to help us with his project.
