Excel-based Staff Evaluation System Creation

I'm looking for an expert in Excel to develop a quarterly evaluation system for my team of 15 staff members. The criteria for evaluation will primarily be performance metrics and skill assessments.
Key Requirements:
- Design an Excel sheet with clear evaluation criteria and scoring system
- the evaluation will be done by team leader for all the staff results can be converted to graph to compete between the staff in procurement team
- Provide a user-friendly interface that makes it easy for management to input data and track progress over time
