Decoding files

I want a tool/method (preferably developed in C#) that's able to extract/decode the video out of the provided files.
It is supposed to be a 5min or so video. There's an index file with some information in it (probably the encryption key).
I have other examples on the same format, but the sizes are too big to upload here.
The idea would be having a tool where you point to the index file and then extract the data from the other files in the same folder into a single video file.
