Complex production scheduling models in excel

I want to build an excel model that has a series of formulas / pivot tables that work through some constraints to optimize run sequence. I have attached a screenshot of the visual of the production line. Effectively it is a large math problem (which we have data on rules). The production lines have different rates than packing with a WIP storage bin. I'd like to work with someone that can take all the data to create "master data" tabs, along with a "schedule paste tab" in which exported system data can be put in to work though the "math problem" for a more optimized production schedule.

Effectively, I would like to have 2 inputs. One which is a list of work orders for the "production side" and another which is a list of the "package side". There is a list of rules and rate variables, as well as storage limits, which would need to be considered to re-order the schedule in the most optimal way.
