Canadian Tourist Visa Application for Spouse -- 2

I need assistance in applying for a Canadian tourist visa for my Mexican wife (I'm Canadian living in Mexico).
The complication is that she was "deported" 10 years ago, and needs a "pardon" application; which may (or not) ask her to pay the plane ticket from back then. Then the procedures changed since then and Visa must now be applied for.
We also want to apply for US visa; we can be done as part of this job or as a separate project. They'll ask "did you ever have any issue with immigration", will the pending Canada case cause problem with US Visa application?
