Need Azure Scaling Set & Gateway Tutorial 3 Hours (approx.)

Need help setting up an Azure scale set, load balancer, gateway and WAF. We have a Windows OS VM used for batch processing. We want to convert this single VM into a scale set. The scale set will connect to the Internet through a gateway. Need about 3 hours of assistance. You will not have direct access to Azure account so you must be able to provide instructions during screen sharing sessions. We have basic Azure skills need someone with substantial professional experience.
Server setup-
Windows Server

VMSS Instances-
Need to customize the application.json in C# app residing on each instance with the instance ID or unique integer.
Gateway-
Need gateway configured to accept public traffic. Gateway needs to be attached to load balancer.
Load Balancer-
Need consultation on whether load balancer is advisable while using a vm scale set.
Web Application Firewall-
Need WAF configured to store SLL cert and restrict specific API paths by IP address.
Will likely need to break screen sharing into 2 or 3 sessions. Strong English verbal skills preferred.
