Virtual Assistant to perform short-term research project in Barranquilla, Colombia

I'm looking for a thoughtful and intelligent virtual research assistant to help me perform a short-term (2-3 hour) research project for the city of Barranquilla, Colombia.
I have 4 specific questions that I need someone to research. Mostly online, but might require that you make some phone calls (in Spanish) if their website doesn't show the information we need. The deliverable for this project for you would be a 2-3 page Google Doc, in English.
The project doesn't require any specialization, so the only requirements are:
1. Native Spanish, Basic English.
2. Local knowledge of Colombia (culture, business, practices)
3. Intelligent, thoughtful and professional
Any additional knowledge of business, accounting or law would be great, but it's not required.
The 4 questions are:
Question 1: Please find 2-3 affordable short-term office space rentals in Barranquilla. How much do they cost (per month or per day) for the most basic desk with electricity and wifi. You'll probably have to call them on the phone if they don't show prices on the website.
Question 2: Find 4-5 government programs that support local businesses and professionals, and explain specifically what concrete service they can offer. We've identified Sena, Procolombia, Ministerio Trabajo, etc, but it's not clear what they really offer. For example, Sena has a program to give students 12-month internships to gain experience, which is great. What other programs are there that can be helpful to a new company? These can be Barranquilla-specific, or Colombia-wide.
Question 3: Find what exchange rate and commission Bancolombia charges for "SWIFT International Wire Transfers" (USD to COP, and COP to USD). This will require calling them on the phone and speaking to them in Spanish, because they don't give this information online.
Question 4: Find 2-3 companies that offer support services for small businesses, such as: templates for contracts, prestacion de ley, healthcare, taxes. Prefer companies that offer the service via an online portal, and are as affordable as possible.
