Virtual Assistant in Ohio USA (only those living in Ohio will be considered)

I need someone to help me ask for a document from the Secretary of Ohio State. The document is the letter of authorization/appointment to solemnise marriage for a man named Abdul Hadi Syamamit which was issued around the 1980s. I'm currently in Malaysia so I can't do anything except to ask from someone living there.

It is something that I desperately need. I will give further details on it.
