Japanese Local Liaison for Car Export Startup

I'm in the process of establishing a company in Japan focusing on vehicle exports.
I am in need of a Japanese local person who can assist with the following tasks:
- Registering with used car auctions and helping me understand the best strategies for bidding and procurement.
- Simultaneously, finding and negotiating partnerships with trustworthy mechanical vehicle garages.
- Handling logistics related to the above partnerships.
Ideally, this person should have:
- Extensive knowledge of the Japanese car auction and automotive industry.
- Fluent in Japanese and English.
- Proven experience in logistics and partnership negotiations.
