Create a Google Action for Radio stream -- 2

I'm looking for a seasoned developer who can create a Google Action for my radio station that can be accessed via Google Home Mini. The primary functionality should allow users to launch my MP3 URL stream using only voice commands. The skill should be akin to an Alexa skill.
But I want this to work on google home nest mini device's. These google home device's are like amazon alexa echo dot.
Key Requirements:
- Users should be able to start the radio stream by saying a specific phrase, using a general command to play the radio, or mentioning the radio station's name.
- The skill should not include additional features like weather updates, news briefings or song metadata display at this stage.
- You will develop the app and upload / deploy to Google platform. I will test it on my Google nest home mini device.
Ideal Skills and Experience:
- Proven experience in creating Google Actions
- Strong understanding of voice-command interface design
- Familiarity with radio streaming integration
- Previous work on Alexa skills would be a plus.
We are a new start up - non profit - family friendly - community based company. We do not have much money. Our budget is very limited - tight - small.
