Project Description

I need a true Windows virtual webcam that behaves like a real camera device and continuously streams a hard-coded local MP4 video file in a loop.

OBS, screen capture, desktop mirroring, or Media Foundation virtual camera solutions are NOT acceptable.

This must be a native camera implementation that Windows and applications recognize as a real webcam.

Key Requirements (Strict)

NO OBS

NO screen capture

NO desktop recording

NO Media Foundation MFCreateVirtualCamera–only solutions

NO UI interaction required at runtime

If your solution uses OBS internally or relies on application-level virtual cameras, do not bid.
