I'm seeking an experienced developer to enhance the stability of our real-time screen streaming project. The current system uses Intel oneVPL for H.264 hardware encoding and DXGI Desktop Duplication for desktop capture, streaming live over UDP. Recent system or API changes have led to stability issues, for now, the p-frame encoder error: -15.
and we need to make the project work without any delay.

Key Requirements:
- Adjust the streaming pipeline to align with current Desktop Duplication behavior.
- Resolve frame drop issues and the p-frame encoder error.
- Ensure robust and stable streaming under updated conditions.
- Ensure compatibility with the existing Linux-based Receiver.
