tiktok/instagram content creator

I have two businesses that i need help with. One is a law firm and the other is an events catering company. for example, with the law firm, I want someone that can take a script, use an online AI person and make it into a video. I need guidance in creating the forms to attach to these adverts and help on paid marketing. I dont know what the right budget for this project should yet. I think it will be on going for a while
