I need extreme motion blur fixed in a short 26 second clip ASAP

I have a very short 26 second clip from a nest cam.THIS CLIP HAS EXTREME MOTION BLUR THAT IS WHAT I NEED FIXED I need to identify 2 moving vehicles in the clip. This is extremely important to me this clip was taken seconds before a fiamily member was killed in a accident. I am desperate for answers. I have triedyself to edit this clip but no luck I habe no editing experience so I am lost. This man was a father of 3 and the sole caretaker for his young 4 year old daughter who is completely devestated. Please help me get answers
