creating a video meeting system for on premise or personal cloud

I am looking for a skilled professional who can create a video meeting system that can be used either on-premise or in a personal cloud. Both platforms are acceptable for me. The system should be able to support 11-50 users and have the following key feature: recording. I am not interested in screen sharing or breakout rooms.
