Videos promoting our next event

We are looking for video services to help us promote our next event. The video should be between 1-3 minutes in length, and be focused on advertisement. We are looking to create short video around power topical power outages/technical outages, and creativity is key here! We are open to suggestions from the freelancer, and welcome any creative ideas they may have.
