Enhance CCTV video to get identifying information and still images (AI work)

The video attached is from a recent break-in to my parents house and we are trying to get some better resolution still images (and video if possible) of the suspects so the tattoos and identifying features can be clearer for the police to process.
I am looking for someone to process this through some upscaling AI software and taking some still images of the tattoos and faces.
