Create 15 second video reel from a 5 minute video

Needed ASAP, a client sent us a video in horizantal and it's about 5 minutes long, we need to make a 15 second reel from it. BUT note: It is a band playing at an event and they are doing it again this year so we need the video to show close ups or far aways of the band since it will be different, some good crowds shots in there as well, it needs to be fast and exciting.

Also, we tried to do a reel ourselves from it but we can't get the video quality to stay high so we need that. Video is on google dirve for easy download.
