Build web based (URL NOT App) virtual meeting software

I am wanting to talk to people regarding building a virtual meeting software, one which doent need an app to be downloaded, where i can add many different rooms, which are all password protected, it needs to be able to record entire meeting have a start meeting and end meeting button, and then givers user a link where they can watch the meeting again at a later date.
