Animate Gas Pump Display

I have a high-resolution JPEG still of a gas-station pump readout and a low-quality reference video that shows the numbers rolling. I need that static image turned into a 30-second animation where both the dollar total and the gallons tick upward realistically at a smooth, believable pace that matches the timing shown in the guide clip.
