Video Enhancement for Criminal Case

I need a black and white surveillance video enhanced for clarity. The goal is to improve scene context, such as objects and surroundings, to assist in a criminal case. I will need the person who is able to do this to write a report of exactly how they enhanced the image and then be prepared to come to court in Riverside, California to testify.
