Android & PC Virtual Camera
Budget: $30 – $250 USD
I’m looking for a developer who can build a basic virtual camera tool focused on live streaming. The utility must let me publish a virtual video feed that any standard streaming app—think OBS, Zoom, Teams, or YouTube Live—can select as if it were a real webcam.
Core requirements
• One code-base, two builds: a lightweight Android app and a Windows desktop app.
• Each build exposes a “Virtual Camera” device that other apps instantly recognize.
• Real-time processing fast enough for 30 fps video at common resolutions (720p minimum).
• Simple interface: start / stop virtual camera, pick an existing camera source, preview feed.
• Must compile with publicly available SDKs only; no kernel-level drivers.
This is a first-pass tool, so clean, well-commented code and clear build instructions are more valuable to me than an elaborate UI. Cross-platform frameworks such as Flutter or Qt are welcome if they speed delivery, but native approaches are fine too.
When you respond, briefly outline your relevant experience building virtual cameras or video pipeline utilities. No need for a long proposal—concise evidence that you’ve done similar streaming work is enough.
Deliverables
1. Android APK and Windows executable ready for testing.
2. Source code with README covering build steps and third-party libraries used.
3. Short video demo (screen capture) showing the virtual camera being selected in a streaming app on each platform.
I’ll test by selecting the new device in OBS and confirming the feed appears without stutter. Once both versions pass that check, the project is complete.
