video editor required (right now)

I need this very samll things done now:
- the parts of the videos where you don't speek will be speed up 4x.
- background music will be added to the videos.
- background music will be a bit louder where the video speeds up.

in the folder attached below you can find:
- six music track which I want you to select one yourself.
- a video file which I want to do the work to.
