make low res video clear

Hi I have a video that we make for youtube. the person in left side is blury and low res. We could not fix the video. We are looking for a person to make this clear. It should be noted that the length of video is 11 minutes. you can find the example of video attached. We are really appecite if you can work on this sample and send us the correction one and if we will be satisified we can go further and the whole video.
