Youtube Video not rendering properly - need help to fix URGENT

I have uploaded a video to youtube and the quality is choppy after it is uploaded on youtube.
Example - some video freezes but audio continues to play and also there are some green blurs that are introduced.
Can you fix this urgently?
If I am satisfied, I have another small assignment to add.

The pausing starts around 1:17,
then I notice pause again around 1:43, there is also some static on the top of video after that,
then green blur at 2:04,
then video pauses again at 2:13 and speed slows down,
green blur at 2:19,
pause again at 2:27,
pause again at 2:36,
short stop at 3:03,
pause again at 3:10,
pause again at 3:15, speed slows down, video repeating,
3:40 video is choppy in the background,
3:51 video short pause, video speed slows down,
green blur at 3:59 then becomes grey static
