Youtube Video Editor for Small Youtube Channel (PREFERABLY FILIPINOS)

Hey!! Thanks for checking out my proposal! I am a small Youtuber with 500 subscribers and I want to upload 1-2 videos a week, but due to time constraints I am not able to edit 1-2 videos a week. I am looking for a video editor that has the same video editing style as my videos. My budget per video is 10$ per video, looking for an increase once my channel is monetized!!

Can Understand Filipino (because this is the language I mostly use)
Can edit 1-2 videos a week 10$/video
