Video effect for image

Hello, I need to make a video effect of my own image, inspired by the logo of a production company of the film Blade Runner (this https://www.youtube.com/watch?v=NBWJ0BS7Hgw ) I also found a tutorial on how to make it on After Effects (https://video.stackexchange.com/questions/27496/old-vcr-scanline-spash-screen-effect-bladerunner-ladd-company-logo ) but I don’t think I can. I know how to use a little Premiere but I liked the "computer bit" effect that the image is composed of irregular pieces and not that appears in simple scrolling.
