Video editor for Youtube shorts

I am looking for someone that can do this long term. 10-15 video clips per week (Taking long videos and editing them into viral clips. 15-45 seconds per clip.
They should be the same font, colors, highlights, use of Images & try to add Full Screen Video for Broll when relevant.
