Video Editor for Instagram Reels

I'm in needs of a low rate video editor who can help me edit Instagram reels for educational content. These are primarily informational snippets, so the editor should be able to identify relevant clips from raw footage, as well as add basic overlays, video text, and transitions.
The ideal candidate for this project should have:
