Video Editor For Tamil/Sri Lankan Language Video

I have a video shot in partial english, part language Tamil.
I need tamil subtitles on the video and then we will edit the video from there,
If you can do subtitles in tamil language, and english, it is ideal, starting at 0:30 of this video:
