Video Alignment with Audio [LONG TERM PROJECT]

I have multiple video files with captions written in the video. I also have the corresponding audio files. I want to get my videos aligned with my Audio Files. You may need to slow a video or split and remove some parts to get this right.
To start with I will have videos of length 1 one hour, if you do good then I will give you more.
The budget mentioned here is for the first part only.
