Twitch Stream Clip Editing for YouTube Shorts

As a Twitch streamer, I broadcast four times a week and I'm in need of a video editor who can edit a clip for me after every stream. The clips will be used for my YouTube shorts, and I would like to keep costs around $50-100 per month.
Requirements:
- The clips should be less than 30 seconds.
- Basic editing will be required, such as cuts, transitions and potentially some simple effects.
- Ideally, the editor would be able to identify any highlights or funny moments from my stream.
