Text Transcript of video recoding

Hi Freelancers,
I have a video recording of about 35/40 Minutes that I need to convert into a text. The video it's a recording from a Teams Meeting. I'm looking for someone that create the text transcript.
For example:
Mr. XXX says: bla bla bla...
Mr.s YYY says: bla bla bla....
So basically I need to have the transcript of the video into text, with the indication of who say the words.
The video it's really small, about 35 minutes.
Budget for this project it's small as well as it's not a big recording. My budget for this project it's about 15 Euro.
and it should be completed by the end of today.
