Resize youtube videos

I need someone to teach me how to resize my youtube videos so that it fits the screen without black curtains on left and right or bottom and top. I am willing to pay money as milestone payment because it's a small budget project.
Requirements are:
-You need to have a Gmail account in order to upload and test the video and for me to see it
-Basic Video Editing Skills
