Put together/edit footage i give you into 15x 4 minute long videos and place my music over each video

I have 60 minutes of music recorded.
I have about 200-250 3 second to 15 second videos.

I need someone to make 15x 4-minute long videos from all of my footage.

1) I will give you, for example, 24 short video footage, and you need to put it together evenly for one video. You then need to take the first 4 minutes of my music and put it over that video.

2) I will then give you 20 more short video footage, and you need to put it together evenly for one video. You then need to take the next 4 minutes of my music and put it over that video.

We will do this 15x so that all of the music has been played through over the 15 videos.

Please note, some of the videos have sound, i need it to be removed before you put the music over the video.
Also, maybe 5 of the videos need to have 5 or 10 seconds removed from them before putting them together with the other footage.
