Need photo to come to life with recorded dialogue

I have two photos and some recorded audio, and I need the photos to come to life to appear to be speaking with the audio that has been recorded. Nothing too long. I've tried all the apps that do this and none of them work well, either bad effects or bad lip syncing or blurry mouths. Doesn't need to be flawless given the budget, but at least passable.
