Fix Over-exposure on video

I have a large video (40g), where the lighting has over-exposed the performer. Looking for someone who can fix the over-exposure. The lighting is too bright. I've already tried to do it myself with brightness and Lumetri controls, but those don't look perfect. I need it to look perfect. Our budget for this project is $25 usd.
